Introduction Naya Housing Scheme 2019
Naya Pakistan Housing Program is an aspiring new housing project of Prime Minister Imran Khan. This project aims to construct 5 million houses targeted for the lower-income earning class of Pakistan. PM Imran Khan announced the scheme on 10th of October in the year 2018 in a ceremony, since then this scheme has stirred controversy.
Naya Pakistan Housing Authority (NPHA) is formed to provide all the pre-requisite approvals to development companies so the construction work can begin on this housing scheme without any further a due. The government has formed committees to survey and study the unused land in Pakistan that comes under the control of the Pakistani Government. It is in those areas; these housing schemes are planned.
This entire procedure was finalized by December 2018, and the decision was made to start construction of these houses in the following cities:
- Rahim Yar Khan
- Dera Ghazi Khan
Naya Pakistan will work on a sustainable government-private partnership model, whereas the Government will provide land to private construction companies to build houses for the general public under NPHA. The public will be obliged to pay upfront 10% of the cost, while the remaining amount shall be paid in easy installments in 15 to 20 years.

Phase 1 of NPHP
The first phase of this project was initiated in 7 districts of Pakistan, including Sukkur, Quetta, Gilgit, Muzaffarabad, Swat, Islamabad, and Faisalabad.
The responsibility of registration of NPHP was handed over to NADRA. To register your house in NPHP, you are required to fill the registration form and submit it to NADRA with all information and registration fee. After which NADRDA is responsible for verifying and assessing the number of deserving applicants who are eligible for the house.
Phase II of NPHP
The National Database and Registration Authority (NADRA) has launched a registration process for phase II of the Naya Pakistan Housing Scheme.
The registration process for phase 2 has begun since 15th July 2019 and will be open till the next three months.

Eligibility Criteria of NPHP
The project prioritizes people who do not have a house in Pakistan. The project is planned as such that the monthly installment is equivalent or much less than the rent paid in the same neighborhood. Each housing unit will cost between 15-20 lac only, and the installment plan will span over 15-20 years or even more.
To be eligible for this housing scheme, you need to meet the following terms:

- Not own any house in Pakistan

Naya Pakistan Housing Project Registration Fee:
Download Naya Pakistan Housing Program Application Form from the official website, Fill in the application form in English using capital letters. Enter your name, CNIC number, phone/mobile number, current residence information, monthly income, and monthly installment. You can choose your preferred district, and add your preferred tehsil/town/union council where you want to have your own house.
A fee of 250/- PKR will be charged as registration fee with the form. You can pay this fee in reference with your CNIC no. Through the following:

The forms should be submitted at the nominated offices of NPHP for registration purposes. The number of submitted registration forms will be useful to analyze the demand for houses in that region.
Registration Process For Naya Pakistan Housing Scheme
To apply for this project you are required to:
- Fill out the Naya Pakistan Housing Scheme form properly
- Attach two passport size photographs
- Attach a copy of your CNIC or NICOP card
- Pay a non-refundable processing fee of Rs. 250/-
- Submit your form

Step 1: Visit https://nphp.nadra.gov.pk and sign up for the Naya Pakistan Housing Scheme
Step 2: Follow the instructions and pay online for the registration fee for the Housing Scheme.
Step 3: Fill the form online and complete the registration process.
Step 4: Check the online registration receipt. You will be given the option of printing/downloading, and it will also be sent to your email address.

Terms and Conditions
- Any Pakistani national can apply for this project
- You can only submit your application for NPHP once.
- Registration fee Rs. 250 is to be paid; you can pay using credit/debit card/visit any e-Sahulat office.
- After you have paid your registration fee, you may fill the form online or visit any NADRA e-Sahulat franchise in your district.
- Computerized National Identity Card (CNIC) is compulsory to apply.
- Only one member of a family can apply.
- The preference will be given to the applicants that do not own any house in Pakistan.
- Carefully read and understand the terms and conditions of NPHP and agree.

Naya Pakistan Housing Scheme House Sizes
The phase 1 of the project of this low-cost housing scheme was launched only in interior Punjab, where houses of 3 and 5 Marla were offered on an extremely easy installment plan. Applications have been received via Naya Pakistan Housing Scheme form Nadra, and very soon allotment results will be announced through a computerized ballot.
The same sizes of housing units will be offered in all the regions of this project as well. These 3 Marla and 5 Marla houses will be available as a single storey 1 or 2 bedroom houses, or double storey 3 or 4 bedroom houses.
Development Status of Naya Pakistan Housing Scheme
All the basic development work in the regions decided for these housing schemes has completed, but the actual construction of houses will begin after the allotment process.
Naya Pakistan Housing Scheme Prices
The government has announced the prices of the housing units as follows:
- 3-marla house is priced at Rs 16.5-17.5 lac
- 5-marla house is priced at Rs 21-23 lac
A refundable amount of PKR 10,000/- will be payable with the submission of application as token money. If your application gets approved this amount will be adjusted in the 10% of the down payment after the balloting, or it will be returned to you from the bank after 15 days of the ballot.
Installment Plan of NPHP:
After the 10% down payment amount, the remaining amount of the house allotted will be payable on feasible monthly or quarterly installments spanning over a time of 15-20 years.
Possession of Houses in Naya Pakistan Housing Scheme
Possessions of the residential units in NPHP will be granted to the owners within 2 years. However, the property owners will not be allowed to sell their house before 5 years as this will go against the whole purpose of this project.
Loan Facility for NPHP
To make the whole process further easier the government is facilitating the public with a Loan facility. You can avail the opportunity of getting a loan through house building finance companies, Meezan Bank and from The Bank of Punjab.
